What is the CCS Network Code?

The CCS Network Code is a set of rules governing the commercial and technical arrangements for carbon capture and storage (CCS). It ensures a seamless connection between T&S Companies (T&SCos)—licensed operators of CCS infrastructure—and Users, who deliver carbon dioxide (CO₂) for transport and storage.

Key Functions of the Code

The Code outlines responsibilities related to:

  • Connecting to the T&S Network – Defining how Users link to CCS infrastructure.
  • Delivering CO₂ – Establishing rules for injecting carbon dioxide at designated points.
  • Transporting & Storing CO₂ – Managing safe movement and storage.
  • Operating & Maintaining the Network – Setting operational standards.
  • Managing Interfaces – Coordinating between different network operators.

Who Are the Parties Involved?

  • T&SCo – Licensed operators managing CCS infrastructure.
  • User – Entities that connect to the CCS network.
  • Parties – Collective term for both T&SCos and Users.

Legal Framework & Agreements

Participation in the CCS Network requires formal agreements:

  • Connection Agreement – Defines how Users connect to the CCS infrastructure.
  • Construction Agreement – Covers development of necessary facilities.
  • Code Accession Agreement – Legally binds participants to the Code.

Each Ancillary Agreement is treated as a separate legal contract:

  • Users and T&SCos are bound only by their individual agreements.
  • No obligations extend between different T&SCos or Users.

Expanding the Network

New participants can join the CCS Network by meeting entry requirements:

  • A New User must fulfil technical and legal criteria before connecting.
  • A New T&SCo must enter a CDS Accession Agreement to operate part of the infrastructure.
